I had the same thing a few days ago.  I use CIA instead of GLANCE,
and both PIN and session number were said to be 'not active', but
a showq showed at least one PIN active, and I was able to then see
that somebody (a newly appointed programmer who got a very gentle
slap on the wrist) had issued the file equate
 
        file x;dev=TERM
 
Well, the first TERM is ldev 20, which was fortunately logged on
and thus unavailable, but ldev 21 was next and it was AVAILABLE
but wouldn't respond.  ABORTIO 21 logged it off promptly.  SO,
do you have file AC504A;dev=TERM somewhere?
