Your problem and  identifying character mode as the main
problem just does not seems so.  Many QUICK shops are almost
exclusively chaaracter mode and can push 20 users on a 958.
Also I have a client with 40 users on a character mode
application (COBOL) on a 928.
 
If you are experiencing performance problems, there are a whole
host of potential problems that can be causing performance
degradation.  To suggest that character mode screen I/O is the
MAJOR problem, you are probably looking in the wrong direction
