Probably because when HP announced support for >8 processors they also
decided to charge *more* for the 9/10 and 11/12 processor boards than for
the lower numbered ones, so these CPUs will not work unless HP configures
the machine to be licensed for more than 8 processors.

If you didn't buy your 9+10 and 11+12 CPU boards form HP, chances are
there's not going to be any way to get it to work.
