Below, a link to a fresh article on old HP policy about RTU licensing. It's not exactly clear that an upgrade from a 9x8 to an A-Class is going to be free of the need for an HP license purchase. HP's Software License Transfer operations will hand down a ruling at the time of transfer.

Even through HP didn't post any notice of its latest changes to post-2010 policy, it would be nice to hear from someone at the vendor about which upgrades they want to try to charge customers for.
Bottom line: a competent reseller in your market will have an answer based on prior upgrade sales that have moved through the SLT process. Any reseller, not just an "HP authorized" one that sells the RTU or HP software.
