does this mean that it is ok if US-military commits war-crimes?
Or does the whistle-blowers have to wait till the war/conflict is over and
then another 10 years before he can protest?

Since a case can be made for practically any Country to have
committed war crimes, it make the war crime charge practically
meaningless.
