All of our other DTCs go through the same router to get to our 969, and they work OK.  I assume from this that it is turned on, but I'll have to check with our netadmin to be sure.

Check to see if bridging is turned on at the router.  If not, I don't think
it will ever work.  I am not 100% clear on what this does, but if it's not
turned on you can't see the DTC and / or the DTC can't see you.  No
download, no reset, nothing!!!!!!  It will go through all the usual self
tests, 10,20,30.......F2, but then it goes to a C1, which IIRC is a network
timeout.  Do you see any type of download request messages on the console?
My guess would be no.  Try the bridging, everything else sounds good.
