Isn't that phenomenon of people who are "not very good at it and were
"promoted" out of the area" known as The Peter Principle?

sometimes it is because management used to work in the technology area, but
were not very good at it and were "promoted" out of the area so more
competent people could do the technical stuff.

It's surprising that management hasn't decided that the newest technology =
will be all Java running on Linux; and they don't declare that the legacy =
applications will be all implemented on the new platform as "plug and =
play".

Perhaps someone on this forum can enlighten us why management consistently =
makes technological decisions and then wants the technologists to =
implement them, when they know very well that they (management) don't =
understand any of it?
