You almost convinced me that there is no need for a package manager, but ...
In my opinion the main advantage of a package manager like RPM is not in
it's ability to place files in certain places and assign their permissions.
It is the ability to check for dependencies, provide dependencies, check if
any of the files were modified after installation, ability to run pre and
post installation scripts. It is also nice to have a single point of
reference as far as what's installed in the system. Of course all this
matters only in the environments where you have to deal with dozens of
various "software packages" which is usually not the case in the MPE
environment.
