I have implemented inbound telnet under MPEix 5.5/Powerpatch 2.  It works
OK, except when the system is heavily loaded.  Then folks sometimes cannot
connect, perhaps because JINETD cannot get a timeslice.  JINETD is
presently running in the DS queue.  I am considering changing it to run in
CS.  Has anyone encountered a similar problem, and were you able to resolve
it by changing queue?
