Cuban sanctions apply only to US oriented trade.  The rest of the world deals
with Cuba/Fidel.  The problem is that communistic/socialistic economies don't
work real well.  Thus Cuba stays poor.  Nothing stopping Cubans from buying
nice new Japanese/German/British/French/etc products other than a lack of
ability to pay the price tag.
