Did you have any site specific modules installed in XL.PUB.SYS? Failure to reinstall them
would result in what you are seeing.

I upgraded to power patch 2 last week and now we have some programs
aborting.
these programs are aborting with a Failed to load library xl.pub.sys
(ldrerr 467),  has any one eles experienced this problem and if you have
what was your resolution.  These are compiled compatibilty programs that
are making calls to native mode.
