No and yes, what I found was a QEDITMGR file in PUB.SYS that had this
file equation hardcoded.

So every time QEDIT was run, the file equation was created.

It turns out this QEDITMGR file was edited by one of our programmers who
no longer works here.  It has been bothering me for several years and I
could not put my finger on it.
