Yes, the SHOT Nugget was the first product that allowed killing
arbitrary processes (on MPE XL).  For info, contact: [log in to unmask]

However, SHOT (or any other tool) cannot kill processes that are "critical"
(or some with certain other restrictions).
 
You should try the following with the process in question.
Let's say the PIN is 100 (decimal).  Try:
 
   1) logon to a user.account with PM capability
 
   2) :debug
 
   3) pin #100; tr,i,d
 
   4) c
 
   5) CAPTURE  (or, PSCREEN)
 
Issue the "pin #100; tr,i,d" three or four times...if the process is
active, the information Debug "snapshots" when it executes the "pin #100"
rapidly ages, so that the "tr,i,d" (stacktrace) may be executed with
stale information ... so, multiple attempts may be necessary to get a good
stack trace.
 
The stack trace should show what's happening with the process...
post it or email me, and I'll comment on it.
