Can not the rec= part of the file be placed on the put command:
Put c:\data\file tape;rec=-528,52,v,binary
I would think that perhaps the label= could be added as well.

Subject: Can you specify file equation under the shell?
I ran the following:
mknod /dev/tape c 0 7
/usr/local/bin/unzip -p zipfile.zip > /dev/tape
Unfortunately, I can't specify the file format to tape.=20
such as: file TAPE;DEV=3D7;REC=3D-528,52,V,BINARY;LABEL=3DABCD,IBM
Any suggestions?
