You are aware that your POSIX method will work on MPE, aren't you?

If you were going to do this with a pure MPE solution, it might theoretically
be possible with a message file, FCONTROL(48), a timed read, and a paper clip.
;-)  I've wondered about this for a long, long time but never had occasion to
try it.
