I was asked:

and I'm replying to HP3000-L as well...

Because changing the timezone initiates a gradual clock correction ...
I'd already decided I wanted a "now", but you can't specify ";now" on
a SETCLOCK TIMEZONE=
The "setclock;cancel" cancels the time correction but leaves the timezone
the way I wanted it.  This was safe because the next step was to set the
date/time to the correct value.
