%CHGROUP in MPEX works fine for me.  Sometimes I can't because I'll have a child process that I forgot to %KILL.  Once I do It's OK.

So far as I understand it, the CHGROUP command is not programmatically
executable, that is, you can only execute it from the top-level CI.
