Well, the cross-streaming feature is available by using the
JOBSECURITY ;PASSEXEMPT feature with =XACCESS or =MAX option.

You can logon as MANAGER.SYS and create the desired job that
runs under MANAGER.SYS as well (job file owned by MANAGER.SYS)
and then use ALTSEC yourfile;NEWACD=(X:user.acct) to enable
user.acct streaming the job yourfile without being prompted
for a password.

No need to embed passwords in the job file and user.acct is
not even able to look at the job contents (unless you change
the ACD to also include R(ead) permission).
