You might want to try my port of GNU diff available from:

http://www.bixby.org/ftp/pub/mpe/diffutils-2.7-mpe.tar.Z
or
ftp://ftp.bixby.org/pub/mpe/diffutils-2.7-mpe.tar.Z

The other person who recently reported the "FILE TOO LARGE" diff error on
HP3000-L said that GNU diff worked great for him.
