"purposefully deceptive sleight-of-hand" just about covers it.

I worked for a payroll processing firm for 8 years and am somewhat used to
reading IRS publications. I agree completely with Wirt's analysis. If you go
to www.irs.gov, you will note the phrase "advanced refund" is used to
describe the checks being sent out. The notice sent to all taxpayers
recently uses the much more ambiguous phrase "immediate tax relief".

So yes, the up to $600 you get late this summer is simply money you will not
get next spring.
