When implementing job queues I found it useful to create the following UDC.
S:help li
User-defined command:
LI
LIMIT
LISTJOBQ
Example
S:li
CURRENT LIMITS ARE 23 FOR JOBS AND 60 FOR SESSIONS.
JOBQ LIMIT EXEC TOTAL
HPSYSJQ 1 0 2
BACKJQ 20 14 14
SLOWJQ 1 0 0
FASTJQ 1 0 0
VISTAJQ 1 0 0
(Don't forget to rebuild the job queues after a reboot)

Try instead:
LIMIT 1;JOBQ=HPSYSJQ
NEWJOBQ ALTJOBQ;LIMIT=1
LIMIT 2 (this is the "overall" limit)
