Thanks to all. I used PatchIX and it worked fine. It did require a tape
but only to store files for use in phase 2 and not for a CSLT.
What I did was
--Created an CSLT (just in case)
--Copied @.ARPA to @.ARPAOLD
--Uploaded the patch
--Untar'd the patch
--UNPACKP the patch
--Ran phase one of patchIX
--aborted JINETD
--Ran phase two of patchIX
--Restarted JINETD
--Tested FTP client and server
All appears okay.

I don't know if PATCH/IX will call for a tape...
FTP does not require a reboot... I prefer to install it with autopat...
abortjob jinetd.net.sys... verify "listf @[log in to unmask],2"
is not "*" active. Then install it with the autopat instructions... and
after you are done stream jinetd.net.sys.
