These two error codes look suspiciously like the ones returned by the
COMMAND intrinsic:
13 will happen if carriage control parm was missing and 7 is the PARAM
value from the call to the COMMAND intrinsic.....
Send details of how you are trying to open the file (I doubt the errors
are coming from the open statement)
