John Pickering provided the answer.  Frankly it doesn't make
any sense to me, but it does work.  I had to add the SIZE
parameter to the initial SUBFILE KEEP statement.  The value
passed via the SIZE option was exactly one more than the
input limit (10001 vice 10000).  Now it works.

By the way.  This incident showed me why you can't check
your own code with any degree of confidence.  I had many
code examples of this exact situation, and they all worked.
Why?  Because each and every one of them had a SIZE
option which varied (up and down) from the INPUT limit.  As
the presence of the SIZE option in these cases was always
mandated by external considerations, and because varying
the subfile size wasn't an issue in this case, my mind simply
edited the SIZE option out existence.

If I had simply cut and pasted the working code into this
project then the thing would in all probability have worked from
the first.

Thank you to all who replied.  Particular thanks to John who
provided the correct answer, and within about 30 minutes of
the original request.

Now, if HPRC would dump the telephone system and just tell
all their engineers to get onto the HP3000-L....
