I was always under the impression that a lot of the AT&T work happened in
Chicago, which is in the central time zone anyway.  Or maybe, like me they
figured that Eastern time made a lot more sense than the pacific time the
rest of my boxes seem to come with :-)

On the Origins question:

I'm pretty sure ATT Unix (System V) timezone defaulted to EST,
as least in their 3B systems, from a very early version on,
so maybe IBM "fixed" this "problem" in AIX.
