We have a system which will not allow a connection on a socket that was just
created, this is a blocking socket and the connect attempt returns
connection refused errno 239.  The socket is opened using the systems next
avaible port, I have also tried using a hard coded port number, this work
properly on all but one system.  Any ideas ?
