Some questions:

Do you have Third Party Indexing (TPI) with Superdex or Omnidex on this
database?

Is this database enabled for autodefer or has a system failure occurred
recently?

I have found that if a database is enabled for TPI and the root file has
the RM flag set then IMAGE may abort with this error message on DBOPEN.

One thing to do is to disable the database for indexing.  This will allow
the DBOPEN to open the database or at least to give you a better error
message.
