Please note that it does NOT say.... 'World's BEST Consultants' - why
would
that be?  perhaps quality of work doesn't matter?

Quality is not as important as it was in the past. Actually marketing
poor quality software is more profitable, because you can then sell the
"New Improved Software" later, and keep selling the same product over
and over, with more improvements each time. To stay in business you
never sell all your improvements all at once. Quality is not the
question. This article makes mention of the cost of programmers, and
consultants in India. I think it's shallow and foolishness to think that
the quality of programmers is less in other countries. The real reason
for the World's Cheapest Consultants is the difference between each
countries economic value, not the quality of the people or their work.

I think this is a serious problem for the US economy. This has been
sneaking up on the US long before the H1B work visa came into play, and
no one in the US seems to have seen it coming, and most still don't see
it.

I think it is to late for the US Mfg industry, now the US technical
service industry is not going to be around much longer. It seems the
only way to survive in the US, is to own a US company, make sure all
your employees are in (what we used to call 3rd world) foreign
countries, and market you product globally. Basically sucking money from
the US economy, into the 3rd world countries, and making a nice profit
for yourself along the way. They say the world economy will balance out
at some point.  But, before that happens I think the US will have a 3rd
world economy, and the once 3rd world counties will become economic
leaders. It will go back an fourth over periods of time, centuries.
Something that never changes, is the fact that things always change.
Another is the struggle for power, it is as old as the earth.
