Are you absolutely sure you have the correct alternate boot path?
Is it a SCSI drive? A 925 cannot boot from a SCSI drive.
Have you tried START NORECOVERY SINGLE-DISK SINGLE-USER?
What do you mean by "can't logon" and "can't run CI"?
