using both the FORTRAN CLOSE statement and UNITCONTROL ,8.

Calling fset does not close the file it only associates a new file number
with the fortram file number. Fclose or unitcontrol is needed to close the
file.

Have you got GLANCE on the system? Have the program PAUSE or CAUSEBREAK (if
running on a termianl) or something when it sees the error, then use GLANCE
to look at the list of open files for the process to see what it has open
1000 times.
Clearly the program is not closing something successfully and is opening it
an additional time each time through the loop.
