As Peter points out, it is necessary to
put local-file.txt ./local-file.txt
for HP ARPA FTP to be happy with characters that are not valid for MPE
names, but are valid in HFS name space. It seems to me that
put ./local-file.txt
ought to work, but it does not. I have been using the ftp client that
Microsoft provides with Win9x & NT (and have been "asked" to write up how to
use it for mainframers, which I am not), and have not had any insurmountable
problems sending to the 3000 (or to the mainframe), yet.

However, as Larry Simonsen for recently pointed out,
type tenex
does the trick for sending a file as a bytestream file. Thanks again, Larry.
