If you have the Architected Interfaces for the operating system,
(AIF:OS), the AIFFILEGPUT intrinsic allows you to modify the
RELEASE/SECURE flag (Item 5014).  This is probably the highest
performance way to do this, and the most supported; although
there may be others.
 
I'll leave it to Stan to tell you how it can be done with a
call to Debug.  :)
