credit is due...:-)

Thanks to those who responded. Charles Fontaine reminded me that I am using
the BACKG HELLO AIF trap which was rejecting the command because I had not
configured FTP users to be allowed to stream jobs. This is done in the
HELLO.DATA.VESOFT file with a line that looks like $CONFIG NETJOB ALLOW
<userset>. Thanks again for you help.

If want to use this additional level of security for FTP logins you must
also add additional config line to this file and turn enable the AIF trap
through Vesoft. If you do have security/3000 I would highly recommend using
this feature to provide a higher level of security for network logons. If
you go into MPEX and type SEC HELP $CONFIG it will show you all the options
that you will need to look at. Oops that was an unintentional plug.
