This is in incorrect intrepretation of the term "testable".  It is not
necessary that you be able to test it now, just that it be *capable* of
being tested - even if it takes a very long time to achieve that
capability.  If you can think of a way to test it, it is testable; even
if you can't accomplish that test at the moment.
