Hi,
 
On my MPE/iX 5.0 system, I was able to map the AIF error #6009 into
an pseudo-english message as follows:
 
 
   1) logon to a user with PM
 
   2) :DEBUG
 
   3)    = errmsg (#6009, $204)
 
see:
 
         'Password must change.'
 
   4)  c
 
 
The $204 is the subsystem number for the AIF code.  The "#6009" is
the error number you wanted interpreted.  Note that the "#" means "decimal",
and "$" means "hex".

BTW, your manual is old.  Mine is "Fifth Edition", dated March 1994,
and has error 6009 on page A-34.  There it says:
   Message: Password must change
   Cause:   The new password input is the same as the old password
   Action:  Check the value input in the application
