IIRC the logon occurs only after SYSSTART processing is completed and
*if* there is not a session already on the console.

I've not tested this but I believe this simply sets the default logon
that will occur after SYSSTART is done. I'm sure those with more recent
experience will correct me if needed. BTW, thanks, I forgot there was a
LOGON= from ISL START :-)
