My last Classic usage was a long, long time ago, but my very dim memories think
you might be able to do something like this:

1) Copy SL.PUB.SYS to SLNEW.PUB.SYS
2) Run :SEGMENTER to mess with SLNEW
3) :FILE SL.PUB.SYS=SLNEW.PUB.SYS
4) :SYSDUMP
