Exactly! A FTP connection normally only has 2 connections open ports 20 & 21, but the data port 21 is opened and closed for each separate file in a MPUT or MGET and connections in TIME_WAIT state count towards the TCP connection count for a 2+ minute (2 * Time To Live) TTL time period.

I take it you are also including the TIME_WAIT stuff yes? I say that
because at any _one_ time, an MGET/MPUT on FTP will have only two
connections in the ESTABLISHED state - the FTP control connection, and
the data connection for the current file transfer.
