OpenLink Software provides high-performance ODBC Drivers for Informix that
support Scrollable Cursors (KEYSET Model to be precise, the Dynamic Cursor
implementation is due out in a few weeks time).

An easy way to determine what an ODBC Driver supports is to use an ODBC Driver
analysis utility such as OpenLink ODBC SCAN. Once mouse click will reveal all
the capabilities of any given ODBC Driver.
