Well, who can and who can't join the developer's program depends only
on convincing Steve Little at HP that you are a developer who should be
allowed into the program.  If joining the developers program and buying
a 918DX would allow you to develop and support applications (even for
your own company) that would increase the likelihood of retaining a
3000 customer (yourselves) or resulting in new 3000 system purchases
(by your own company) then *I* think you have a pretty good case for
being allowed to join the program.

Don't assume the answer will be "no" until you ask.
