One likely answer is that the FTP process simply hasn't been started yet (you
don't have an FTPMON,FTP.SYS job running at the moment). To start the FTP
monitor process, from MANAGER.SYS,PUB, type:

    :stream jftpstrt.arpa.sys

and you should be in business.
