Depends upon what you define attack to mean.  Germany declared war
upon the United States of America on the morning of December 11, 1941
to take effect immediately upon presentation of the German diplomatic
note to the American government in Washington, D.C.  That afternoon,
Roosevelt requested and received a Congressional declaration of war
on Germany in response to a fait accompli.
