If my understanding is correct, then I ask:  How can we declare a War
against Drugs and a War against Terrorism? The last time I looked,
neither of them were countries.

On the other hand, I may have misinterpreted you comments. Please
clarify. Thanks."

To which I answer:

Over time, war has been declared on Alcohol, Illiteracy, Poverty, Crime,
Drugs, Terrorism and other undesirable, immoral or criminal activities or
positions.  It is my contention such rhetoric unfortunately diminishes the
aversion that populations should have about war.  One should be very
hesitant to "go to war" but when one finally decides to do so, it should be
with overwhelming force accepting only total victory.
