I used to have a job stream that would extract data from specific datasets
to flat files, purge the database, run dbschema to build the database again
but with higher capacities in the dbtext file, then load the flat files back
into the various datasets.

The job would run perfectly until after the dbutil, create process - it
would complete and go to the next step in the job, which was suprtool to
load the flat files. When suprtool started and issued the 'ba' command it
would fail.

The dbutil, create process had completed and database access should have
been possible, but the file system must not have been finished with the
database to the point the transaction manager would allow the root file to
be opened.

Does your program allow for the build and transaction manager processes to
complete?
