Has the GNU public license C compiler been ported
to the HP-3000 environment?

If "no" can you explain why not?

I've thought about this and wonder if the function library
code is proprietary and owned by H.P. and
licensed only to purchasers of their compiler?

The reason behind this question is...
is Perl available on the HP-3000 ?
is Tk/Tcl available on the HP-3000?

A pointer to these resoures would be welcome.
Thanks.
