Surprisingly, that government already exists.

The cure for all that ails the world is for you to start your own company,
Michael. Not only do you get to be hard-working (it's said that if you own your
own company, you only have to work half-days -- and it doesn't really matter
which 12-hour stretch you choose), but with the tax laws the way that they are,
if you can keep your company either only marginally profitable or
non-profitable (which is surprisingly easy to do), you will completely eliminate your tax
burden.
