The :: notation indicates a line containing commands for VESoft's STREAMX program.  These commands are executed at the time the job is streamed and are used to modify the job before placing it on the job queue.  Substitution parameters can be inserted, or sections of JCL can be included or omitted based on various inputs.  Look at your STREAMX documentation for details.
