RE: QoS flag, Cisco routers, MpeIx

The repairs in referenced patches NSTGDB0(6.0)/NSTGDK3(6.0) concerning
precedence are to support correct operation as per TCP RFC 793 where
the HP-e3k strongly adheres to TCP standard precedence checking.

XPORT 6.0 IP precedence bit fix in SYN,ACK packet

The enhancement for the 3k to meet "proposed" RFC2873 to "ignore
precedence" has not yet been coded and is still under investigation.
