Last week we replaced a switch in a closet that was habitually going up
and down.  

It would only go down for a few seconds, then everyone's link-lights
would go amber when synching then go to green.  By the time someone
walked down to the closet to take a look, it would be up again.  You
actually had to stare at it for several minutes to catch it in the act.

The user's experience was that the network was just slow at times.  They
didn't realize they were actually down for a few seconds.
