Try:
listfile filename.group.acccount,8
^^^^^^^^^^^^^^^^^^
your file, group and account
to see what is accessing the file.

Do the following first
:LISTFILE filename,9
See if anyone has the file open
If no one does, then
:PURGE filename
report the exact message back to the list if it doesn't purge
